It is based on data from 2013 to 2017, and shows that of the 2.4 million Australians who received benefits under the welfare reform, more than half were on welfare and the rest were on incapacity benefit.
It also shows that those who are on incapacy benefit make up a quarter of all recipients.
A spokesman for the Commonwealth’s Department of Social Services said the department was working with the ABC on the report.
